    BID BULLETIN NO. 1

    Notice is hereby given that the HRET Bids and Awards Committee (HRET BAC) resolves to adopt the following modifications, clarifications and amendments to the Bid Documents for the Agency’s PROCUREMENT OF JANITORIAL SERVICES for fiscal year 2021:

    1. After due consideration, the HRET BAC finds that it is in the best interest of the Agency and is more advantageous to the government to include the supplies, materials and equipment necessary for the janitorial services, and thus, modify the Approved Budget of the Contract (ABC) to Two Million Two Hundred Ten Thousand Pesos (₱ 2,210,000.00).

    2. Due to the erratic internet connection, the IB and Bid Documents for the PROCUREMENT OF JANITORIAL SERVICES was published in the PhilGEPS Bulletin Board with Bid ID No. 114431 but without indicating the closing date and hence, for this purpose the HRET BAC affirms that both the Bids must be duly received by the HRET BAC on or before December 2, 2020, 1:45 P.M.

    3. The Agency shall follow the ten percent (10%) minimum agency fee as prescribed by existing Labor laws.

    4. If contracts to be submitted and attached in compliance with Technical Documents (f) are voluminous, the participants may submit a matrix showing similar contracts provided that the notices of awards and notices to proceed are attached thereto.

    5. Participants are required to submit one (1) original copy and one (1) certified true copy of their bids at Electoral Tribunals Building, COA Compound, Batasan Road, Batasan Hills, Quezon City.

    6. The “Electoral Tribunals” referred to in Section VII Technical Specifications shall refer only to the HRET and that following items are hereby amended to read:

    LIST OF TOOLS AND EQUIPMENT


    Minimum standard requirements to be used during the contract period. All items must be listed by bidders with corresponding no. of units and cost per item. Bidders may add or replace any of the items below.

    1) Bolo – 2 pcs
    2) Buggy Cart – 1 unit
    3) Dust pan (Metal) – 4 units
    4) Floor Polisher (Heavy Duty) – 3 units
    5) Mop Squeezer – 2 units
    6) Grass Cutter (Heavy Duty) – 1 unit
    7) Grass Scissors (Heavy Duty) – 2 pcs
    8) Pail – 4 pcs
    9) Pruning Shovel – 1 unit
    10) Push cart – 2 units
    11) Rake – 1 pcs
    12) Shovel – 2 units
    13) Squeezer – 2 pcs
    14) Vacuum Cleaner (wet and dry, industrial type) – 1 unit
    15) Warning signs – 4 units
    16) Water hose (20 meters) – 2 units
    17) Trash cans – 100 pcs

    1) Air Freshener – 1 gallon
    2) Insect repellant – 4 cans
    3) Ceiling Broom – 1 pc
    4) Cleanser – 2 kg
    5) Emulsion wax – 5 gallons
    6) Flannel Cloth – 8 pcs
    7) Furniture Polish – 2 gallons
    8) Garbage Bags – 80 pcs
    9) Gas for grass cutter – 2 liters
    10) Air Freshner – 4 cans of 600 ml each
    11) Mop Head – 2 pcs
    12) Hand Soap – 3 gallons
    13) Furniture Polish – 4 cans of 600ml each
    14) Powdered soap – 10 kg
    15) Scrubbing pads – 8 pcs
    16) Soft broom – 5 pcs
    17) Steel wool – 6 pcs
    18) Stick Broom – 5 pcs
    19) Stripper Wax – 3 gallons
    20) Toilet Bowl Cleaner – 3 gallons
    21) Toilet paper - 24 rolls
    22) Anti-Bacterial liquid disinfectant – 8 gallons

    Quarterly

    1) Dust pan – 5 pcs
    2) Hand brush – 6 pcs
    3) Mop Handle – 5 pcs
    4) Polishing Pad – 3 pcs
    5) Scrubbing pad- 4 pcs
    6) Stripping pad – 3 pcs
    7) Push Brush – 4 pcs
    8) Toilet Brush – 6 pcs

    Semestral

    1) Carpet Shampoo – 2 gallons
    2) Marble Crystallizer – 2 gallons
    3) Metal Polish – 2 pcs

    Item IV PERSONNEL SELECTION AND SUPERVISION

    The HRET requires SIX (6) FEMALE OR MALE JANITORS AND TWO (2) GARDENERS, which maybe increased or decreased by the HRET by giving the Service Agency at least five (5) days prior written notice.

    The HRET reserves the right to select the personnel to be assigned as its janitors and gardeners from a list of personnel to be submitted by the Service Agency, together with the documents showing their competency and qualifications, such as, but not limited to curriculum vitae, NBI Clearance, PNP Clearance, service record, etc.

    The employees of the Service Agency shall be allowed access to the offices of the HRET only during the required working hours and confined only in their respective assigned areas, provided that, in the exigency of service or in emergency cases, their presence maybe access may be granted by the HRET.

    7. Let it be known that this Bid Bulletin shall form an integral part of the bidding documents.
